I have a friend who has the tendons, that goes to the top of her Big Toes, pulling them back towards, her when she has her feet, in a rested position. What do you call that? Thank You Lorraine Freeman

There is evidently a disparity in the strength between the extensor muscles to the great toe (which move the toe toward the extensor and the flexor muscles of the great toe (which move the toe toward the plantar). This generally indicates relative weakness of the flexor muscles. It is import to note whether the toe adequately straightens on weight-bearing. But you haven't indicated whether or not there are any adverse symptoms associated with the problem. An actual examination should clearly indicate whether treatment of any kind is required.
