I am a manicurist/pedicurist and I've noticed that a few ppl have come in with this same condition on the feet:

I've never seen this on a man just young women.
Client usually opts for no socks and wears sandals unlike Athlete's Foot candidates.
It's characterized by yellow-orange skin that is raised and slightly hardened on the ball and soles of the feet, not usually in the middle of the foot but, do appear on the outskirts of the toes.
The discolored, raised skin is covered with small, perfectly round pinholes.
The skin is normal to dry but, not cracked or scaly.

That would definitely be easier to picture then to imagine based on your description. It almost sounds as if you are describing the blistering form of athlete's foot. Also, it could be the result of constant trimming of the hard calluses skin which can occur after repetitive pedicures. Please let me know if you can think of any other symptoms.
