My feet tingle - I guess - go to sleep when they are elevated...
over night and even sitting on the couch with feet up - even for
10 minutes. There is definate tenderness in the arch at this time.
This is new to me - is it a sign of anything I need to attend to?

Either circulation problem or nerve compression. I would think most people have crossed theilegs and comperrsed the nerve below their knee and cause their foot to fall a sleep this is normal. Raiseing your legs in a comfortable possition, like in a lazy boy chair, and have your feet fall asleep is not normal.

I would say tell your Doctor.

Complaints of "tingling" can be secondary to a number of reasons, vascular insufficiency, restless leg syndrome or peripheral neuropathy. The latter of the three has a number of etiologies which can range from, diabetes, nerve impingement, viral infection, vitamin deficiency, heavy metal poisioning (this includes mercury), medication etc..etc...I would recommend that you follow-up you medical doctor and podiatrist for an evaluation.
